PM Surya Ghar: Muft Bijli Yojana
Launched in February 2024, the PM Surya Ghar Scheme aims to bring rooftop solar to 1 crore homes in India, offering up to 70% subsidy and 300 free electricity units per month—making solar energy affordable for all households. In Assam, APDCL implements the scheme under a Utility‑Led Aggregation (ULA) model with system capacities ranging from 1 kWp to 3 kWp.
Assam has already installed significant rooftop solar capacity—over 1.8 MW under PM Surya Ghar, with 6,500 households generating over 24 MW and counting, driving savings and clean energy contributions.
Scheme Highlights
- Approved by the Union Cabinet on February 13, 2024, with a ₹75,021 crore outlay, the scheme aims to bring rooftop solar to 1 crore households, providing up to 300 free electricity units/month.
- The Ministry of New & Renewable Energy (MNRE) provides central financial assistance (CFA) up to:
₹30,000 per kW for the first 2 kW,
₹18,000 per additional kW up to 3 kW (max ₹78,000 total subsidy)
- For residential rooftop installations, total subsidies typically cover 60% for 2 kW systems, and additional 40% for the third kW, capped at 3 kW per household
How the Scheme Works
Register through the National Solar Portal and select an approved vendor
Submit required documents: APDCL bill, Aadhaar, property proof, and vendor details
APDCL or AEDA officials conduct a site inspection and technical review
Vendor installs the system; net-metering setup confirms grid interconnection
Government subsidy is transferred directly to the vendor, and customer pays only the remaining balance
Real Progress & National Impact
- By March 10, 2025, 10 lakh rooftop solar units installed across India, with ~4,770 crore in subsidies disbursed to 6.13 lakh beneficiaries
- 3.1 lakh loan applications received, with 1.58 lakh sanctioned and 1.28 lakh disbursed—proving uptake among users preferring financing
- Estimated savings for the government exceed ₹75,000 crore annually in electricity costs, while creating over 17 lakh direct jobs in solar manufacturing, installation, and maintenance sectors
